In broad daylight, a Department of Homeland Security agent is executed with surgical precision in downtown Los Angeles. There is no warning, no demands — just a death that sets off a red alert among all law enforcement agencies in the country. The brutality of the act and the audacity of the killer make it clear: this is more than a common crime. It is a message.

To contain the chaos and uncover what is behind the attack, veteran LAPD detective Mark Meachum is called in to join a top-secret task force composed of undercover agents from various agencies, each with their own agenda, scars, and methods.
