Punisher: War Zone (2008)

Frank Castle, the ruthless vigilante known as the Punisher, continues his personal war against organized crime, eliminating criminals with lethal precision. But one of his operations changes the course of the battle: Billy Russoti, an influential mob boss, survives a brutal attack by Castle, leaving him horribly disfigured. Reborn as Jigsaw, he turns his pain into absolute hatred and devises a plan for revenge that will set the city ablaze.

As Jigsaw assembles an army of criminals and psychopaths to hunt down the Punisher, Castle finds himself surrounded on all sides.
